Surveillance for local Authority Officers

 

Surveillance should always be considered as an integral tool in the investigation process and on occasions, a necessary part. However, undertaking surveillance is not to be considered lightly. The Office of Surveillance Commissioners has

stated that training, updated regularly, is considered to be a minimum requirement for any organisation involved in the process.


It is not sufficient for any officer tasked with authorising or conducting surveillance to have an overview of surveillance and The Regulation of Investigatory Powers Act 2000 (RIPA), rather, they require a thorough knowledge of the relevant legislation and the codes of practice in order that they can determine when RIPA authorisation is required, when it isn’t and what they then need to do in either case. Other officers require a less detailed presentation in order that they can identify when they stray into areas where the Act may apply.


This training differs from many on offer in that it is designed to deliver to Local Authority officers detailed knowledge of the types of surveillance they are most likely to encounter. It combines this with an overview of the other aspects of the legislation which either do not or will rarely apply – these are not generic ‘catch me all courses’ and are individually tailored for Senior Officers, Managers, Investigators or Elected Members
